South Korea in December: Winter Markets, Snow, and the Quiet Before the New Year

December is cold Korea, undiluted — temperatures in Seoul regularly below 0°C, snow arriving in earnest mid-month, and a city that responds with hot food, heated spaces, and surprisingly beautiful winter lighting. International visitors are at their annual low (outside of Korean diaspora returning for the holidays), which means the palaces, museums, and markets are yours to move through without the summer and autumn crowds.

Weather in December

Seoul: -4°C to 5°C. First significant snowfall typically mid-December. Wind chill frequently pushes perceived temperatures to -10°C or below. The city gets colder as the month progresses.

Busan: 2°C to 10°C. Significantly milder than Seoul. Worth considering as a southern base for December travel.

Gangwon Province: Below 0°C, significant snowfall. Ski resorts open early December.

Jeju: 6°C to 12°C — Korea’s warmest December. Cold by Jeju standards but noticeably warmer than the mainland.

Christmas in Korea

South Korea has a significant Christian population and has fully adopted Christmas as both a religious and commercial event. December 25 is a national holiday.

What to expect:

  • Myeongdong — the most densely lit area in Seoul during December. Street food stalls add roasted chestnuts and hotteok to the usual lineup. Evening crowds are large.
  • Gangnam — Lotte World Tower and COEX Starfield mall run elaborate Christmas light installations. Lotte World’s outdoor installation is particularly well done.
  • Hongdae — the university district, active through the holiday with clubs and live music
  • Everland Theme Park — runs a major “Christmas Wonderland” event with lighting and seasonal attractions

Christmas Eve is the more significant social event in Korea — restaurants and hotels are booked for couple events (Christmas is also treated as a romantic holiday, similar to Valentine’s Day). Make reservations if you want a sit-down dinner.

Ski Season Opens

Gangwon Province resorts typically open early December:

  • Yongpyong Resort — lifts usually running from early December
  • High1 Resort — known for reliable early-season snow
  • Vivaldi Park — closest to Seoul, first to open

Early December skiing has good fresh snow but fewer runs open compared to January-February. By late December all major runs are operating. Christmas and New Year’s holiday periods see the resorts packed — book accommodation and lift passes well in advance.

Seoul in December

Despite the cold, Seoul is genuinely rewarding in December:

Gyeongbokgung at first snow: The palace under fresh snow is one of the most striking sights in Korea. Check the weather forecast and plan an early morning visit after snowfall — before footprints cover the courtyards.

Bukchon Hanok Village in snow: Similar effect. Go at dawn — the light and the quiet are worth the cold.

Jjimjilbang season: December is the peak of sauna culture. Dragon Hill Spa in Seoul, jjimjilbangs near Hongdae — every neighborhood has one. ₩12,000–₩15,000 for full access including heated floors, various temperature rooms, food.

Night markets and street food: Street vendors run hotteok, ggukhwappang (chrysanthemum cakes), and bungeoppang (fish-shaped waffles filled with red bean paste). All of these are better in cold air.

New Year’s Eve

Seoul’s New Year’s countdown centers on Bosingak Bell Pavilion in Jongno — the bell is traditionally struck 33 times at midnight. The area around Gwanghwamun fills with large crowds. Fireworks are not the main event here; the bell ceremony is.

Busan New Year: Sunrise is the major event — Haeundae Beach draws large crowds for the first sunrise (일출) of the new year. The east-facing beach means the sun comes up over the water, which makes for an excellent view. Accommodations near Haeundae for December 31 book out completely — plan 2–3 months ahead.

Off-peak pricing for most of December — except the Christmas week (Dec 22–26) and New Year’s Eve period (Dec 29–31), when hotels in tourist areas spike 40–70% above baseline. Book these dates well in advance or plan to stay slightly outside the main tourist zones.

Packing for December

Essential:

  • Heavy insulated coat (down or synthetic, windproof)
  • Thermal base layers (top and bottom)
  • Wool mid-layer
  • Waterproof boots with grip (snow and ice on streets)
  • Gloves, scarf, hat — not optional
  • Hand warmers (sold at every convenience store, ₩1,000–₩2,000)

The Short Version

December is cold Korea at its most atmospheric — snow on palace rooftops, Christmas lights in Myeongdong, ski resorts running at full capacity, and a city built for winter with heated subways, 24-hour jjimjilbangs, and an inexhaustible supply of hot food at every corner. Tourist numbers are at their annual low (holidays aside), making it a surprisingly good time to see the palaces, Gyeongju, and the mountain parks without crowds. Come prepared for the cold and you’ll find it one of the more memorable months to be in Korea.
